Agencia Nacional de Hidrocarburos (ANH)

ANH was created by the Colombian Government through Executive Order 1760 of June 26, 2003 as a Special Administrative Unit (UAE) reporting to the Ministry of Mines and Energy.

ANH’s responsibility is to manage the nation’s Oil & Gas resources, in order to benefit Colombian citizens.

The Agency represents the Colombian government and its citizens when designating exploration areas; Also, it represents national and international Exploration and Production (E&P) companies when needed. The Agency does not operate oil or gas fields.

Its main purpose is to administer the Nation’s Oil & Gas resources, both liquid and gas, for their exploitation to benefit the Colombian people.


The new Colombian Oil & Gas policy seeks bringing in public and private capital for exploration and production, while facilitating access to investors and while strengthening ECOPETROL’s role as operator, pursuing the country’s self-sufficiency as well as generating production surplus for export.

ANH operates under a philosophy that recognizes market requirements, competitive conditions, available technology and the existence of a legal framework that is crucial for developing a successful oil & gas industry. Therefore, it has improved the attractive economic environment within which the industry operates.
